It is a pleasure to wish each of you a very happy and healthy New Year! What will the New Year bring for our Senior Center? More activities; more friends; more dancing; more fundraising--- What will be your part in this? You decide. It’s your Center.
Within our Center we have creative talent, organizational resources, and, above all, the commitment to expand and extent our services to the community and YOU.
The Foundation Board of Directors, who all volunteer their time, work diligently to develop and refine activities, provide fund raising events, and to plan for the future by continuing to have a place to house this center. Please do your part by participating in activities and fund raisers, by joining the Century Club, and by making tax deductible donations to aid in keeping this center open and to help with a building expansion.
With your help, we can expand our building, offer more activities, and make this Senior Center a crown jewel in this community for years to come.

Alice Clay - President
Jim Barr as the latest board member to join the Panama City Beach Senior Center Foundation Board of Directors. You may know Jim from his 15 years as the Coordinator of Community Education (Education Encore) at Gulf Coast State College. His background includes being a teacher, coach, budget director, and Superintendent of Schools in Tennessee.
Jim’s community activities include the Panama City Beach Rotary Club, Advocates for Children, Emerald Coast Miracle League, and the American Cancer Society. He has participated in the Roy Hobbs Baseball World Series for men aged 50 and over. (Pitched team to 3 victories in November of 2015!)
Jim Barr’s honors include Gulf Coast Community College Person Award, Outstanding Young Educator of the Year, Who’s Who Among American School Administrators, Panama City Beach Rotarian of the Year, and he is also a Paul Harris Fellow in Rotary International.
With a strong background in fundraising, we know Jim will be a great asset to the PCB Senior Center as we continue to build and grow in our community.
Vice President - Jim Barr
I am originally from Eastern North Carolina but found my way to Panama City Beach in the mid-1960’s. Have moved several times but always came back to this area. I attended East Carolina University and Gulf Coast State College. I retired Federal Civil Service as a Contract Specialist in 2000 and started volunteering with the senior center in the fall of 2002. Since then we created a foundation and built the Oatfield Center with the help of a fundraising committee, the Mayor, City Council and the Community of Panama City Beach. It was always our goal to have a senior center that was second to none. I believe we have succeeded. As Operations Director, I am responsible for working with staff to ensure the administrative work is available on time. We maintain a website, membership database, century club database, publish a Newsletter bi-monthly and a monthly calendar and continue to explore new activities for our seniors. In addition, we assist with all the events by creating the flyers, tickets, poster boards and obtaining volunteers to work the events. I also serve as a Commissioner on the PCB Civil Service Board and am a member of the PCB Women’s Civic Club.
Sherry Swartout - Daily Operations Director

I am originally from Enterprise, AL. I have had successful careers in the US Air Force and with Atlantic Southeast Airlines, a Delta partner at the Panama City Bay County International Airport. I also served as a police investigator in Daleville, Alabama for a few years. My education consists of associate degrees in law enforcement and in education from Enterprise State Jr College and The Community College of the USAF, respectively. My bachelors degree is in vocational education from Southern Illinois University at Carbondale, IL, and my masters degree is in management from Webster University, St Louis, MO. I most recently worked at the Panama City Beach Public Library and am currently retired. I enjoy working with computer equipment and teaching basic computer classes to adults. I also enjoy spending time with my family: Wife, Shelia and Son, Richard. I like to stay busy and hope to contribute to the PC Beach Senior Center in any way possible.
Ron Rudd - Secretary
I retired from the United States Navy in October 2010 after 25 years of honorable service. I had many adventures and had some great times. However, I believe my greatest accomplishment is my family. I have been married for 24 years to my wife Catherine L. Montfort. We have two beautiful children, Connor (21), and Keagan (16). My extended family consists of two beautiful Labrador Retrievers “Louie” (11) and “Raison” (7). My entire family enjoys the outdoors and spending time in and around the water. My favorite hobby just happens to be fishing.
After the Navy, my need to serve my local community lead me to become part of the following; The Bay Medical Center Auxiliary. I served for two years as the Multimedia Coordinator, Secretary, and Area Coordinator. I currently serve as a Civil Service Commissioner for PCB and I’m a member of the PCB Senior Center Advisory Board. I’m actively involved with several community service groups that assist retired and separated military service members.
